How do new users register?

I've encountered somebody on a forum I regularly visit who cannot find a way to register to access these forums. I had a look before signing in, and even I cannot find a register button?
Where is the register button located?

I'm guessing Andrew disabled registering new users. The newest member is admiral mojo and he registered over a year ago. Why would he do this? Maybe to prevent bots from spamming the board. I don't know.

Would make sense about stopping bots from spamming, I remember he did have a problem with that a while back.
Shame he didn't put up another method so people could register here.
